I’ve never met anyone who believes that abortion and pro-gay legislation is the answer to the HIV/AIDS crises.  I think you may be conflating abortion and pro-gay legislation with non-abstinence based sex education?  I’m a bit confused. 

In what is my opinion direct linking between the HIV/AIDS crises and homosexuality has been broadly debunked for some time.  I’ve never heard about it linked to abortions.

Percentages and statistics are slippery, but from what I read it seems that much “aid” to African nations and third-world projects actively promotes a pro-abortion and pro-gay position (I don’t know if that’s interpolation from non-abstinence based sex education, or not). My contention is that (in my opinion) “Empowering men and women in their marriages would be [more] helpful.” And I based that thought on the Revd Sawo’s statements about families and fathers and their need for safe space.
