Could I ask if this canon is generally interpreted as allowing non celibate heterosexuals or homosexuals to enter the discernment process?

Have there been ecclesiastical judgements against clergy when candidates have not been permitted to enter the discernment process due to their lack of celibacy outside the marriage bond?

Odd—They even dissent from the part that calls for healing and reconciliation (even on their terms—as it is currently practiced)!
