Kendall, this too is one of the many casualties of the collapse of the peace process.  As part of the agreement negotiated between Rabin and Arafat, a dedicated road was built between the West Bank and Gaza which would have allowed West Bankers access to the Gaza beach without Israeli checkpoints.  Via bridges and tunnels it allowed direct access from one part of Palestine to the other without any opening into Israel.  It was used for a short time - and then shut down by Israel for security reasons.  Alas, the Hamas take-over in Gaza makes it unlikely that the road will be opened again in the near future.
