As one of the members and leaders of the Catholic church Archbishop of Canterbury, Rowan Williams, has the right to be informed like the other church leaders about this matter by the Papal office. As a Pope he has the means and the reasons to decide on this for the unity of all Christians, but he must have talked thoroughly to the leaders of all members of the Churches. They must have been informed at an appropriate time just like informing the consumers about their overdraft fees.
