Someone else put the figure at 4.4 Million more, over against the EC of EC budget. I am also curious where this money is coming from.  One-third of dioceses have under 3500 ASA. Some are obviously on the ropes. Many others give nothing out of conviction. I see the present Bishop of Arizona suggests a 10% asking as most reasonable, given the struggling TEC (and he suggests if you don’t give, you don’t vote…one needs to watch the implications of these kinds of suggestions, which can backfire). 10% might be the actual yield without any downward adjustments. This is getting to be a perfect storm, with communion without baptism, same-sex blessings, and other church-growth measures thrown in.

I expect that will come in mighty handy in the diocese of Virginia, planting 70 people into the formerly 4,000 member Falls Church and with running costs of $750,000 it appears from some googling
That is only one of what might be considered perhaps “starting new congregations and worshiping communities” in facilities taken recently by the diocese of Virginia and whose costs of maintaining these facilities must be considerably in excess of the Falls Church figure.  Could come in handy considering the $2 million line of credit which presumably needs to be paid back to the national church?

I suppose that there will be some reason why the Presiding Bishop felt the imperitive to come up with her own budget, notwithstanding presumably her participation and that of her staff all the way along in preparation of the official church budgets; and notwithstanding the message of high-handedness; unilateralism and perhaps panic it sends out; leaving on one side the exposure once again of her inability to work within any institutional framework or canons. 

If necessary declare year zero appears to be the message.  Ankar knows best!
